I would think that the 'resident' category would most accurately reflect the use patterns of a hotel guest, but its important that you ensure that the resulting fixture use assumptions seem sensible relative to the reality in your building. I can imagine some variety in use patterns depending on the demographics of the facility target audience (for example, a resort hotel might be used very differently than a hotel utilized largely by business travelers), so I would suggest assessing the categories to find the right representation of your uses, rather than assuming that the 'right' category should dictate use pattern assumptions.
