Yuan Yuan, a UVC emitter primary helps to reduce the growth of biological contaminants on cooling coils. Due to very brief contact time of air with the UVC light, they are not as effective at directly killing bacteria and viruses. The ventilation rates specified by ASHRAE 62 are calibrated to bio-effluent production, as well as emissions from interior materials and furnishings, which are not effectively treated by UVC lamps. It probably wouldn't hurt to submit an interpretation request to ASHRAE on this issue though!
