Option 4-Vehicle Sharing Program-Can it be Rental for $$?

My question is the same as one posted above in April, but which, at this point, is still unanswered. Does a "vehicle-sharing program" mean car use at no charge? or can the user be asked to pay a small fee? My client has a pre-existing arrangement with ZipCar on their campus, but the users must pay a nominal fee. Does anyone have any input or thoughts about this detail? Thanks very much!

Yes, most of the vehicle sharing programs we've seen applied toward this credit charge a small fee.
