Ventilated attic roofs - Baseline Vs Proposed

Dear Community, we have a situation where our proposed design utilizes a double roof (i.e. naturally ventilated attic) as part of the building's passive environmental design. I was wondering if the baseline needs to have a ventilated attic or a normal flat roof? thanks in advance

The baseline is always according to Table G3.1.1-5 Baseline which indicates that you use the entirely above deck value for roof insulation.
