Occupation with shifts - Calculating peak occupancy

Hello all, We are working on a manufacturing facility with 3 shifts and I would like to know if the calculation has to be done with the highest volume shift + peak visitors (this seems more reasonable to me, but I wanted to be sure) or should we consider shift 1 + shift 2 + visitors for the bike racks calculation. The 3 shifts will be working different schedules. I don´t know if the overlap refers to the case when the 1st shift leaves and the 2nd shift arrives, without working in the building during the same schedule or if it refers to overlapped hours working in the facility during the same schedule (for example 1st shift works from 7 am to 3 pm and the 2nd shift works from 1 pm to 9 pm, there is a 1 overlapped hour). It depends on if you have an overlap in shifts: generally, if shifts are back to back (one shift ends at 1pm and the next shift takes their place at 1pm), there is a period of time when the second shift is arriving and preparing, through the transition, and then on to a period when the first shift is cleaning up and leaving. In back-to-back shifts, you would use the combined shift FTE. If there is a gap, you should speak to the owner about the amount of time they expect their employees to need to gather and then vacate the facility, and whether or not they expect a higher peak at the begining or end of any shift.
