street trees requirement

Our project has two street frontages. One we have been able to work with the City to have street trees planted. The other street is technically a highway and street trees are just not a possibility. Do you think if we make up the difference with planting enough trees for both streets' requirements, but have them all placed on the one road we are still meeting the intent? The street trees will run along the front of the building.

Angela, I personally do not believe this would work. The purpose of this requirement is to provide shadow by trees so the experience of walking along the side walks would be preferred. Doubling trees on one side would not be the same as providing trees on both streets. Let me know if you hear any response from the reviewer.
