NC-2009 SSc8:Light Pollution Reduction

Wattage Difference

We have received IES file for one of our lighting simulation project. Here, the wattage of light fitting is 25W (As per brochure) but when we importing IES file to simulation software, the wattage is 28W. Why this discrepancy? Which one has to be considered? Whether that 28W is based on ballast losses?.. Pl help me..This type of confusion is raising in almost all the projects.
