Exterior LED lighting

Hi, My first question consider project where investor want to use LED lights stripes (with a 3W input power each) on facade as light decoration. Is there any requirements which accept low intensity decorative light (include building name neon) on office buildings? Second question is related to restaurants in ground floor - is it possible to use a advertise lights (i.e. name neon) during the night? Are there any conditions where/when we can use decorative light and achieve Light Pollution Reduction Credit? Thanks.
