Major renovation of historic district bldg in historic district

Renovating of 1980s renovation of a 3 story office building in a historic district. Basically zero lot line, it has small pooled parking with neighboring buildings. Because of regulation, the owner cannot change the exterior. Select for BDC or IDC?

Assuming it is a major renovation, it sounds clearly like BD+C.
