Exterior lighting requirements - BUG method?

Hello - does anyone know if this credit can be achieved via the BUG method v4 option?  Or must the requirements be met with a photometric plan?  Seems silly to have to do v3 documentation for a credit that was achieved under v4.   Thanks!
