Clarify requirement for design review prior to 50% CDs

Is it the case that in v4.1, the requirement for a review of the design documents prior to 50% CDs, added with addenda to LEED v4, is no longer a requirement for EAp Fundamental CX in v4.1, but only applies to projects pursuing EAc Enhanced CX?

The requirement for a design document review is within the Guide. For V4, this means "The review should be conducted on middesign documents so that the project team has time to make any necessary changes." It would be incorrect to assume this is not required under v4.1. The intent is for the review to be able to affect positive change in the project.
