We have a Mall project with multiple shops/retail/supermarket spaces to be occupied by tenants. For these spaces, only a water supply line is provided for the tenant to conduct the interior fit-out and install the fixtures as per their needs.
We also have several toilet spaces which are not under tenant scope.
The proposal is to meter the cold water supply to all tenant spaces for billing purposes while all other public fixtures are not metered.
How can we calculate whether or not we meet the 80% indoor fixtures metering requirement when we don't know the number of fixtures each tenant will install?
Is there any confirmed approach to this for C&S projects?
