NC-v4 MPR1:Must be in a permanent location on existing land

Building on existing peer but parking on "reclaimed" land

Our project will include a renovation and expansion of an existing building on an existing peer in the ocean, so it meets MPR 1, but the owner plans to add a new peer to build a parking lot adjacent to the building. This parking lot will serve the LEED building, so we believe it is required to be included within the LEED boundary. Is this project eligible for LEEDv4?

I would say it's not eligible.Worth double-checking with GBCI as it's such a fundamental question to the project.
