Dark Sky Ordinance vs ASHRAE/IESNA 90.1 2007

Hello All, I have a project that is required to meet its own jurisdictional dark sky ordinance. In reviewing the ordinance, it appears to be very similar to IESNA in its approach, but until we actually go through both the calculations, we will not be sure which one is more stringent. We would like to comply with the most stringent requirements and submit the information for both entities - LEED and AHJ (Authority having Jurisdiction) Any ideas on how to approach this situation? Will LEED accept a compliance to local dark sky ordinance? Any help would be greatly appreciated. Thanks. Prem
