Can balcony be counted in roof? Or does the definition of roof mean the location can get the sun light and is right above the indoor spaces?(The balcony is floating and is not above the indoor spaces)

From a SSc7.2 perspective, the definition of roof basically is: if it is over gross floor area and is exposed to sky it is a roof. In your case if the balcony is covering exterior space, it should likely be calculated with SSc7.1 as an "architectural structure" if the balcony surface is exposed to sky.
