Food sustainable purchase - Compliance demonstration

I have a small question regarding assessing compliance of sustainable food purchase. Suppose we have a fully locally made food (Ex. Ice cream) coming in a plastic container that is either imported or manufactured locally with imported plastic material. How do you assess whether this food product can be counted as a sustainable purchase? Thank you.

The focus of this credit is the food itself, not the container. So I would focus on where the ice cream itself comes from.
