Future Route Planned

Lisa, The phrase "existing or planned and funded" appears in the Option 1 language for rail stations, but does not appear in any of the options for buses. If you can get documentation from the public transit agency that shows that two bus routes are planned and funded, and can confirm the future bus stop locations, you'd probably be in good shape. Note that two stops for the same bus line don't meet the credit requirements, though, there would need to be two different bus lines serving your location.
