Location of charging station outside the project boundary

We work on phase 2 of a project in Berlin, Germany. On the site of phase 1 (directly next to phase 2), enough charging stations for both phases have already been installed. Is it correct that there is no location requirement for charging stations? Can they be placed outside the project boundary? Thank you

I think this should be okay as long as you document that the there are enough charging stations to make up 3% of the parking that is serving your LEED building. You are right that the charging stations do not have a preferred location requirement.
