Occupant service capabilities

Hi, Reviewer comment asks us to provide "The effect on occupant service capabilities" of the capital measures identified during the level II audit. I want to know what is the definition of "occupant service capabilities"? Thank you.

"occupant service capabilities" is language from the referenced standard. It is asking how the implemented measure affects the occupant's ability to control/adjust their setpoints/operating hours/etc. Many times the practical capital improvement meausures we identify has no effect on ocupant service capabilities; therefore we note in our report 'not applicable to this capital improvement measure".
