Products listing 0% Volatiles

Hi, We don't have any chemists here but we were wondering if, when an MSDS lists Volatiles = 0%, but does not list VOCs in g/L formt, can we assume that VOCs=0 as well? We see this all the time in grouts, for example, that are inert materials plus water. Thanks!
