Public vs Staff Entries

Should we site outpatient Clinic so that both public and staff entries are within 1/8 mile of existing bus stop? Should there be a minimum number of buses stopping per week during operating hours to be eligible for this credit?

There's no minimum number of buses stopping in v3, but I believe there is in v4. The stop should be placed in proximity to "a main building entrance" - I would interpret that as one that allows for access by everyone, though it doesn't necessarily need to be "the" main entrance. It shouldn't be a staff only entry.
