Renewable energy fraction; with or without process energy?

Hi, I have a question about the renewable energy fraction. For a industry, the renewable energy fraction must be considered as a fraction of total energy demand or as a fraction of tolal energy without process energy demand? thanks for you help!

The fraction used for this credit is renewable energy cost as a percentage of the total energy cost. The total includes all energy cost (both process and non-process).
