Shoe removal and storage space in place of walk off mats

Hello, I am with a sustainable resort project in Thailand. Our project has designed shoe storage space in the front of each guest room instead of having walk off mats. LEED Homes 2008 EQ Credit 8: Contaminant control allows for this as option B in place of walk off mats. Could we use this as the basis of an exception for this credit?
