Stairwells in APPA audit? And mechanical rooms?

I am looking for guidance on how to count stairwells in the APPA Custodial audit. We have 3 stairwells, and 10 floors. Case A: Does each stairwell count as a single "room"? (ie do we have 3 "rooms"?) OR Case B: does each staircase on each floor count as its own separate "room"? (ie do we have 30 rooms?). And just to clarify, in Case A, I would have to audit all 3 "rooms" because it is less than 5. and in Case B, since 10% of 30 is 3, I would have to audit at least 5 "rooms" ... correct? Second question: would Mechanical rooms, electrical rooms, A/C units and all such MEP space types be classifed under the "utility" space type? Thank you in advance!
