Hi, We are modeling an office building in Moscow. There are large underground parking levels that are heated. Now Appendix G says that if any space is heated or cooled in real life, than the proposed case shall be modeled with both heating and cooling. Is there an exception for this? Or are we I supposed to model the underground parking with cooling as well?

LEED projects are allowed to use system #9 or #10 from Table G3.1.1A in ASHRAE 90.1-2010 which are for heating only spaces.
