Thermally Fused Laminate Panels

With the addition of a fourth bullet under Formaldehyde Emissions: The VOC emissions evaluation documentation for any finish or treatment applied off-site (if applicable), does the melamine on Thermally Fused Laminate Panels need to meet the VOC Emissions evaluation while the composite wood core needs to meet the Formaldehyde emissions evaluation?  I did not know if the melamine would be considered a finish or treatment as described below or if it is adhered to the composite wood core by the manufacturer and is not considered an off-site applied finish or treatment.

If the composite wood product has a finish or treatment applied off-site (including but not limited to: fire-retardant, paint, stain or other coating), the product may still be included in the composite wood category if the off-site applied finish or treatment complies with the VOC emissions evaluation. To document this situation, include the VOC emissions evaluation documentation as supporting documentation for the composite wood product.
