Preferred parking calculation

We are designing an addition to a hospital.  For the preferred parking caluclations do we use 5% of the entire campus parking or 5% of the parking that will be allocated to the addition?

Our project is an hospital and the municipal code requires that places that generate traffic, like hospitals, they must have motorcycle parkings too, not only parking capacity for cars, we have to
