FTE calculation for hospital addition

We are constructing an addition to a hospital.  For this credit do we use a FTE number for the entire hospital staff, or an FTE number for just the addition?

Verbatim from the rating system: "Provide secure bicycle racks and/or storage within 200 yards of a building entrance" May we place half of the racks next to the staff's entrance and the other half

Electric Bike Fleets are ZEV's so...

What are the best ways to maximize the value of a network of ebikes. This ZEV fleet would be checked out for clean trips and returned to storage when done.
