Exemplary Performance for CS-v4 LTc4

The Quick Reference table in the LEEDv4 Reference Guide BD+C says "yes, except WDC" for Exemplary Performance on this credit; however, when I go to the full credit explanation, Exemplary Performanc

Previously in v2009, to document 'Community Connectivity' we would use a radius around our project on Google Earth, marking the diverse uses with icons.

So the project site doesn't need to be previously developed any more to achieve the credit or do I miss some important interpretation?
