We are building an addition to an existing building that has a central plant that is outside of our LEED boundary. However, we also have a contract to improve the performance of the central plant.

I know that the 90.1 and the LEED Reference Guide generally tell you to use the same utility rate structures for both the Proposed and Baseline models.
