How do I calculate FTE of hotel guests? I know have to do it during non-peak time of year and peak time of year. Also what do I do for visitors and transients?

I have a project where the occupants work on a 12 hour shift. The office is occupied by 97 occupants at 1 shift. So is my FTE = 97 X 12/8 = 145.5? Thanks in advance.
