Parking garages area - ASHRAE 62.1

According to ASHRAE 62.1 the ventilation rate for the parking area needs to meet 0.75 CFM/sqft. My question is if the inside parking streets are included in the square footage for the calculation

A data center is applying for LEED-NC v2009. There are 5 PAUs (Primary Air Unit). 4 of them will serve the equipment rooms. One will serve the equipement rooms and office areas.
