If a project is implementing a trash compactor as an alternate method, will this comply with the prerrequisite requirements?

We are working on a phased construction project for the (major) renovation of a small single-story City owned recreation center (+/- 1200 sf) and associated site improvements.

My client was late in committing to LEED for an interior renovation, so is this prerequisite achievable if commissioning was not incorporated into the project until the construction phase?
