Is short term bicycle storage required or just a good/nice idea? Is there guidance on where in a parking garage the bicycle storage can/should be?

I am working on certifying an addition to a military readiness center which operates drill weekends so the facility occupants greatly increases for 2 those 2 days each month.

I'm working on (a renovation of) an existing church with 6 FTE, and 400 peak transients. 5% of 406 FTE = 20 bicycle parking spaces.

We are working on a mixed used (commercial and residential) building. We have FTE 421 in commercial whereas total no. of residents is 28. the peak transients is 731. we calculated the no.
